CropLife SA outlines the regulatory requirements for using drones to apply pesticides in South Africa. Compliance with two main acts—Act No. 36 of 1947 (Fertilizers, Farm Feeds, Agricultural Remedies, and Stock Remedies Act) and Act No. 13 of 2009 (Civil Aviation Act)—is essential.

Key Requirements:
To legally operate a drone for aerial pesticide application, a person must:

  1. Be registered as a pest control operator (PCO) under Act No. 36 of 1947.
  2. Meet all Civil Aviation Authority (CAA) conditions under Act No. 13 of 2009.
  3. Hold necessary certifications, including:
    • Drone pilot license (RPL).
    • Remote Piloted Aircraft Systems (RPAS) operator certificate.
    • Certificates for drone registration and operational approval.
    • Proficiency in radio communication.

Current Status:
As of March 2019, the CAA has not issued any drone operator certificates for pesticide application. Therefore, no drone operator in South Africa can legally offer this service.

Recommendation:
Drone operators should complete required training and obtain necessary certifications before offering aerial pesticide application services. CropLife SA will only endorse drones as legitimate tools if all legal requirements are met.
